1951 Base Year for NRC Updation in Manipur

Imphal, September 7: Manipur Home Minister Govindas Konthoujam has informed the State Assembly that 1951 will be the base year for updating the National Register of Citizens (NRC) in Manipur. Replying to Opposition MLA K. Meghachandra on the final day of the eighth session of the 12th Manipur Legislative Assembly, Govindas said the State Government will pursue the matter with the Centre in line with Assembly resolutions. He said original physical records of the 1951 NRC are being traced, while clarifying that the State cannot implement the NRC without approval from the Government of India. He also said the Manipur State Population Commission has already been constituted.

24,475 Illegal Immigrants Detected in Manipur

Imphal, September 7: Home Minister Govindas Konthoujam has informed the Manipur Legislative Assembly that 24,475 illegal immigrants have been detected in the state so far. Of the total, 14,992 have reportedly been pushed back, while 9,483 remain in the state under temporary shelter and monitoring. The highest number was detected in Chandel with 14,370, followed by Kamjong with 6,545 and Tengnoupal with 3,560. The Minister said biometric details of those sheltered have been recorded and Deputy Commissioners instructed to keep them separate from local communities. He added that a 12-member committee headed by former Minister Awangbow Newmai was formed in August 2024 to identify illegal immigration and the unnatural growth of villages.

Government Studying Criminal Cases Linked to Violence

Imphal, September 7: Chief Minister Yumnam Khemchand has said the State Government is examining cases involving alleged unlawful and criminal activities committed by individuals during the violence that began in May 2023. Speaking during a short-duration discussion in the Assembly, Khemchand said the prolonged conflict had compelled many youths to take up arms, although their intentions and subsequent activities differed. He clarified that Village Volunteers, Arambai Tenggol and similar groups have not been declared banned organisations and that police cases are not registered merely on the basis of affiliation. Home Minister Govindas Konthoujam said individuals not involved in heinous crimes would not be prosecuted under the government’s 2024 policy, while each case would be examined separately.

Probe Underway Into Attacks on Three Kamjong Villages

Kamjong, September 7: Security agencies are investigating the attack on three border villages in Kamjong district earlier this year. Home Minister Govindas Konthoujam informed the State Assembly that Z. Choro, Namlee and Wanglee villages were attacked on May 7, leaving one person injured and 23 houses burnt. The government has assessed the damage at more than Rs 5 crore, while reconstruction of houses has already begun. The Minister said adequate security arrangements have been put in place in the area. On allegations that Myanmar-based KNF(B) was involved in the attacks, Govindas said the investigation remains underway and it would be premature to make any conclusion regarding the group’s involvement.

Meghachandra Raises Concerns Over Imphal Ring Road Funding

Imphal, September 7: Congress Legislature Party leader K. Meghachandra has raised concerns over the alleged reduction of Asian Development Bank funding for the Imphal Ring Road Project. During a Calling Attention Motion in the Assembly, Meghachandra said the ADB had sanctioned around Rs 1,664 crore for the 51-km project but alleged that funding was withdrawn after work began. He said land acquisition and compensation had largely been completed, while physical construction had progressed by only around 5.5 percent. He also raised concerns over the Imphal-Kangchup-Tamenglong Road, alleging that only about 20 km of the 103-km road had been completed despite ADB funding of around Rs 1,760 crore.

ADB Funding Not Withdrawn, Says Chief Minister

Imphal, September 7: Chief Minister and Works Minister Yumnam Khemchand has clarified that ADB funding for the Imphal Ring Road Project has not been withdrawn and that construction work will resume soon. Responding to concerns raised by CLP leader K. Meghachandra in the Assembly, Khemchand said delays in land compensation and other issues had affected implementation. He said an ADB-PWD meeting was held on August 24 and most compensation-related issues have since been resolved. Remaining issues, including land at Ipum Pat in Khurai, are being discussed with local clubs and Meira Paibi groups. The Chief Minister said the project was not stalled because of any deliberate lapse by the PWD and attributed an earlier statement about funding being stopped to miscommunication.

Assembly Passes Supplementary Grants Worth Rs 3,848 Crore

Imphal, September 7: The Manipur Legislative Assembly has passed 31 Demands for Supplementary Grants amounting to Rs 3,848 crore, 92 lakh, 21,799 on the concluding day of its eighth session. The demand was moved by Chief Minister Yumnam Khemchand, with Opposition MLAs Th. Lokeshwar and K. Meghachandra raising observations on several departments. Major allocations include Rs 650.69 crore for Public Works, Rs 506.89 crore for Police, Rs 217.51 crore for Social Welfare and Rs 204.06 crore for Municipal Administration, Housing and Urban Development. Other allocations include Rs 142.91 crore for Minorities, OBCs and Scheduled Castes, Rs 120.87 crore for Health and Family Welfare, Rs 94 crore for Agriculture and Rs 218.29 crore for Public Health Engineering.

Manipur Assembly Passes 10 Bills

Imphal, September 7: The Manipur Legislative Assembly has passed 10 Bills on the concluding day of its eighth session. Among them was the Manipur Appropriation (No. 3) Bill, 2026, moved by Chief Minister Yumnam Khemchand. Other Bills passed include amendments related to Town and Country Planning, conservation of paddy land and wetlands, GST, trade and licensing, the Ayush Council, business and investment facilitation, and shops and establishments. The Manipur Panchayati Raj (Ninth Amendment) Bill, 2026, tabled by Deputy Chief Minister Nemcha Kipgen, who attended virtually, and the Manipur Fire and Emergency Services Bill, 2026, tabled by Home Minister Govindas Konthoujam, were also passed unanimously.

Naga MLAs Abstain From Assembly Session

Imphal, September 7: Naga MLAs abstained from the Manipur Legislative Assembly session, protesting the delay in delivering justice in the killing of six Naga civilians and opposing Deputy Chief Minister Nemcha Kipgen. Speaking at a press conference in Lamphel, NPF State President and Tamei MLA Awangbow Newmai alleged that Nemcha Kipgen’s husband, identified as a leader of KNF(P), had a key role in the Leilon Vaiphei killings. He also claimed there was evidence linking KNF(P) to several incidents. Awangbow demanded that Nemcha Kipgen step down and be suspended until allegations concerning the KNF(P) leadership are conclusively addressed. The Naga legislators said their stand was linked to their demand for justice.

Naga MLAs Seek Justice in Killing of Six Civilians

Imphal, September 7: Mao MLA and Deputy Chief Minister Losii Dikho has said the demand for justice in the killing of six Naga civilians has remained pending for a long time, with sentiments within the Naga community growing stronger. Speaking at a press meet, Dikho said Naga MLAs would continue to oppose the participation of Deputy Chief Minister Nemcha Kipgen in the Assembly until action is taken over allegations surrounding the killings. He questioned why Nemcha Kipgen continues to hold the Deputy Chief Minister’s post without action being taken. Dikho said the Naga legislators’ position was aimed at upholding the Constitution, the dignity of the Assembly and good governance, while urging the State and Centre to understand Naga sentiments.

Eight KLA Cadres Arrested in Kangpokpi Operation

Kangpokpi, September 7: Security forces conducted a joint operation at Gampum village under Saikul Police Station in Kangpokpi district and arrested eight cadres allegedly linked to the Kuki Liberation Army (KLA). The operation involved Manipur Police, CoBRA, CRPF, Mahila personnel and Rapid Action Force teams. According to the authorities, seven automatic weapons were also recovered from an unauthorised camp allegedly belonging to the KLA. The arrested persons and seized weapons have been taken into custody for further legal proceedings and investigation. Following the operation, the camp was locked and sealed by the security forces. The action comes amid continuing security operations targeting armed groups and unauthorised camps in conflict-affected areas of the state.

Two Arrested With Suspected Heroin in Imphal East

Imphal, September 7: Imphal East Police, QAT of the 69th Battalion CRPF and Youth Against Drugs & Alcohol, Manipur, arrested two persons and seized suspected Heroin No. 4 during a joint operation in the Khergao-Naharup area. The arrested persons have been identified as 48-year-old Md. Riyaz Khan of Lilong Turel Ahanbi under Lilong Police Station in Thoubal district and 26-year-old Dangshawa Molody of Laiching Khunman village in Chandel district. The team recovered six soap cases containing suspected heroin and a silver Ford Figo bearing registration number MN-02B-5054. The operation was conducted following information about suspected narcotics trafficking in the area.

Rock Guitarist Chongtham Vikram Dies in Delhi

Imphal, September 7: Manipur has lost pioneer rock guitarist Chongtham Vikram, who died in Delhi following an alleged assault. The 55-year-old musician from Thangmeiband was reportedly assaulted around 11:30 PM on Sunday at Kilokri after he asked a group of men partying below his residence to stop making noise, reportedly because his family was being disturbed. He was taken to a hospital and admitted to the ICU but succumbed to his injuries around 2:45 AM. A post-mortem examination was being conducted at AIIMS and an FIR has been registered. Some suspects have reportedly been arrested. Vikram was associated with Manipur bands including Ultra Vires, Phoenix and Eastern Dark and had also performed with Delhi-based band Fubar Ghetto.

Sangaiyumpham Students Protest Teacher Shortage

Thoubal, September 7: Students of Sangaiyumpham Higher Secondary School staged a protest demanding immediate appointment of teachers to fill vacant posts. Organised by the School Students’ Union, the protest was held on the school campus, with students carrying placards and raising slogans. Union Finance Secretary Khullakpam Saroj said the school has 24 sanctioned teaching posts but only nine teachers are currently serving. The posts of Vice-Principal and peon are also vacant, he said. The Union alleged that despite assurances from ZEO Zone 3, Thoubal, no action was taken to address the shortage. Students have demanded teachers for several subjects and warned that the school will remain shut until September 14 if the vacancies are not filled.

CSOs Reaffirm 1951 Base Year for NRC

Imphal, September 7: A one-day seminar-cum-workshop on “Re-affirming Base Year 1951 for Updating NRC and Evaluating Manipur State Assembly Resolution” was held at Hotel Imphal. The programme was jointly organised by 14 CSOs from Kangleipak along with 24 civil society organisations from across the state. Bodoland University Vice Chancellor and former professor Laishram Ladu attended as moderator. Convenor Shanta Nahakpam said the participating organisations would jointly approach the High Court of Manipur through a petition seeking updation of the NRC in Manipur following the Assam model. The organisers reiterated their support for 1951 as the base year and said they would pursue the matter through legal and democratic means.

Meitei Alliance Releases Book on SoO Agreement

Imphal, September 7: The Meitei Alliance released a book titled “Kuki SoO Terror Trails-Evidential File” at Hotel Imphal. Speaking to the media during the event, Naga People’s Union Imphal member Kowarhing Anal called on the Centre to abrogate the Suspension of Operations (SoO) agreement with the Kuki National Organisation (KNO) and United People’s Front (UPF) and take action against the organisations. Anal alleged that KNO and UPF had violated the SoO Ground Rules and were involved in violent and criminal activities. The claims were made during the book release programme and represent the position of the speakers and organisers.

Churachandpur DC Inspects IDP Relief Camp

Churachandpur, September 7: Churachandpur Deputy Commissioner Krishna Kumar inspected the living conditions of internally displaced persons at Sadbhavna Mandap Relief Camp under Tuibong Sub-Division. During the visit, the Deputy Commissioner interacted with IDPs and reviewed their conditions at the relief facility. A medical camp was also organised at the site under the leadership of Chief Medical Officer Dr. Henkhoneng Mate. The medical camp provided healthcare support to the displaced residents staying at the relief centre. The inspection comes as relief camps continue to accommodate people displaced by the prolonged conflict in Manipur.

Kakching, September 7: The Borayangbi Youth Progressive Alliance organised its 3rd Felicitation and Academic Inspiration Programme 2026 at the Panchayat Ghar of Borayangbi Gram Panchayat. ‘Khudol’ Festival Celebrates Manipuri Classical Dance

Imphal, September 7: A Festival of Manipuri Classical Dance, titled “Khudol,” was held at the auditorium of Progressive Artist Laboratory at Lamboikhongnangkhong. The festival was organised by Ukhal Dance Theatre of Moirang Hanuba Leirak, Sagolband. Veteran theatre personalities N. Amusana and S. Noyonsakhi, along with Konjengbam Monika, presented solo performances. The programme also featured group performances by young and emerging artists, showcasing different forms of Manipuri classical dance. The event provided a platform for performers to present traditional dance forms while bringing together established artistes and younger performers in a celebration of Manipur’s cultural heritage.

Meitei Mayek Coaching Camp Underway in Dhaka

Dhaka, September 7: A 10-day Meitei Mayek Coaching Camp organised by Meetei Erol Eyek Loinasillol Apunba Lup (MEELAL), Kangleipak, is currently underway in Dhaka, Bangladesh. The camp is being conducted in collaboration with the Directorate of Language Planning and Implementation, Manipuri Bhasha Gobeshona OUnnoyon Songstha, the International Mother Language Institute and other organisations. The training programme is being held at the Manipuri Cultural Complex Auditorium in Dhaka. The initiative focuses on promoting Meitei Mayek and strengthening efforts towards the preservation and learning of the language and script among the Manipuri community in Bangladesh.

Singjamei Kangkhut Wins Gopaldev Trophy

Imphal, September 7: Singjamei Kangkhut won the 2nd Shree Shree Gopaldev Trophy Leimarol Kang League Tournament, organised by Gopaldev Kangkhut and Yaiskul Kangkhut at Shree Shree Gopaldev Mandop Kangshang. In the final, Singjamei Kangkhut defeated Yaiskul Kangkhut 4-3 to lift the championship trophy. Manipur Kang Association President M. Jadumani, Yaiskul Kangkhut President B. Brajamani and Gopaldev Kangkhut President G. Purnachandra presented trophies to the winners and runners-up. The tournament brought together Kangkhut teams in a competitive sporting event aimed at promoting and encouraging the traditional sport in the state.

Manipur Reach BC Roy Junior Boys’ Football Final

Bengaluru, September 7: Defending champions Manipur have reached the final of the 55th Dr. BC Roy Junior Boys’ National Football Championship. In the second semi-final at Bengaluru Football Stadium, Manipur and Mizoram were locked 2-2 at the end of stoppage time. The match went to a penalty shootout, where Manipur converted all five attempts while Mizoram scored four. Manipur advanced to the final with a 5-4 shootout victory. The Tier 1 championship, organised under the All India Football Federation, features 16 teams divided into four groups. Manipur will face last year’s runners-up West Bengal in the final on September 9.

India Qualify for AFC U-20 Asian Cup After 20 Years

Tashkent, September 7: India have qualified for the AFC Under-20 Asian Cup 2027 after a gap of 20 years. Competing in Group B of the qualifiers alongside Syria, Bangladesh and hosts Uzbekistan, India began with a 1-0 victory over Syria before suffering a 4-0 defeat to Uzbekistan. In their final group match, India defeated Bangladesh 3-0, with Danny Laishram, Vishal Yadav and MD. Arbash scoring in the 25th, 60th and 79th minutes. India finished second in the group with six points behind nine-point leaders Uzbekistan. Syria finished with three points, while Bangladesh failed to register a point. The result secured India’s place in the AFC Under-20 Asian Cup 2027.
