Manipur Cabinet decides to end total lockdown for fifteen days in the state with few restrictions; micro containment zone approach to be adopted to curb COVID-19 infection 

In a big relief to people of Manipur, especially daily wagers, the State Cabinet today decided to end Coronavirus induced total lockdown imposed for the past 21 days during the second wave of Coronavirus pandemic. The decision came in the wake of recent arrival of Centre's Multidisciplinary Expert Team to check COVID-19 situation in the state.

The State cabinet reportedly took the decision to balance with livelihood and economic activities. As to curb the pandemic, it has decided to adopt micro-containment zone approach in line with the Central Government advisories. Government has instructed Deputy Commissioners to fully involve all the Gram Panchayats, Village Authorities and local clubs, etc in ensuring micro containment zones and isolation of new Covid-19 cases. As per the latest updates, Manipur Chief Secretary who is also the chairman of State Executive Committee, Dr Rajesh Kumar, in exercise of powers conferred under Section 20(2)(a) of the Disaster Management, 2005 on Saturday issued an order lifting total lockdown with some restrictions for the entire State to be in force for fifteen days w.e.f from August 8 till August 22. During these 15 days, there will be Night curfew from 6 P.M. to 5 A.M. Unavoidable customary and religious rituals can be performed in open sheds by restricting the number of invitees to twenty only.
 
Police and Health Department will strictly monitor containment zones. Fresh cases of Covid-19 infections shall be isolated as soon as possible. Health Department shall arrange mobile medical team for regular health checks and scale up vacination, contact tracing and testing. Secretariat and Directorate offices will function with e-service and 33 per cent staff. Fire Service, PHED, CAF&PD, Home, Health, Relief & DM, Forest, Environment & Climate Change, Finance and Treasuries and Police departments and District Administration will function normally. Imphal airport shall remain open and movement of staff and passengers are allowed.
 
Opening of Rice mills and Bakeries, Petrol pumps and LPG outlets Spare parts shops one each out of three spare parts shops, three tyre shops and three battery shops of heavy vehicles in Thangal Bazaar are allowed to open from 10 AM to 2 PM on all days except Sunday. Authorized dealers of spare parts, tyre and batteries of heavy vehicles located outside Thangal Bazaar will open from 10 AM to 2PM. Vehicle workshops may open from 9AM till 3PM on all days. Stationery shops and authorized service centres of mobiles and personal computers will open from 10 AM to 2 PM on Monday, Wednesday and Friday.
 
Local vegetable vendors from 7AM to 10AM on Sunday, Wednesday and Friday. One out of three grocery shops of the total shops/vendors in one location can open on rotational basis from 7AM to 10AM. Shops selling fish, poultry and poultry products will open from 8 AM to 11 AM on Monday, Thursday and Saturday and shops selling millk and fresh milk products will open every day from 6 AM to 9 AM. Whole sale shops of grocery and food essentials located in Thangal Bazaar and  Masjid Road will open from 7AM to 1200 noon following a schedule. Hotels for lodging can open with minimum staff but restaurants will remain closed. Home delivery of various goods and services (food items, vegetables, groceries, medicines, etc) including e-commerce platforms are allowed.
 
Manipur logged 699 new Covid-19 cases, 908 recoveries and 12 deaths in the past 24 hours. So far, the virus has infected a total of one lakh, 3,588 people out of which 93,802 people have recovered. Covid related death toll has reached 1,640 and there are 8,146 active cases as on August 7. State's recovery rate stands at 90.55%.
